Boy! If ever there was an arguement for a troop handbook this is it.
Unfortunately Sarah, this kind of thing should be a no-brainer because it
should be very clear as to troop policy regarding all of these issues.
It is worrysome to me that you say that although this scout had over two
hundred bucks "in his account" the troop can't come up with that much right
now.....hmmm. "Scout accounts" should be just that. The troop has no
right laying hands on that money except in a custodial way. Yes, the troop
can certainly have a policy that says, "we don't do refunds"....our troop
has such a policy. But we usually let scouts transfer the funds to another
unit's treasury if he's moving to another scout unit. If a scout drops
out, that just tough cookies...no refund.
Again, get your fiscal policies written down NOW! To keep the feelings
from getting to a boiling point, I'd be as accomodating as possible to the
scout. As to the father/leader, I'd just say, that you offered him the
reimubrsement when you had the money. He didn't take it, now you've spent
it. Then slam the door shut on these kinds of issues by having a very
clear written policy.
