Yes, The Order of the Arrow handbook. is a good start.
[Conrad Shultz] The handbook is a good idea, except it contains somewhat
safeguarded material (like stuff about the ordeal). Though this is
appropriate for interested adults and some scout leaders requiring more
information, handing it out to the eligible scouts would be in my opinion
depriving them of the experience of the ordeal and other interesting
"activities". In general, the order is described as:
-Scoutings honors society (for those campers who by their exceptional
service to others are worthy of special recognition)
I will also include an abbreviated version of the purpose of the order (out
of the handbook, of course).
1. To recognize those campers who best exemplify the scout oath and law at
all times when possible
2. To develop and maintain camping traditions and spirit
3. To promote scout camping
4. To crystallize the habit of helpfulness into a lifelong purpose of
service to others
This is spoken at our chapter's calling-out ceremonies, so I think this is
okay for all to know.
It is not "boring", however (as the purpose may make it sound). The order
is fun (in many ways).

[Conrad Shultz] From what I have seen, lodges hold
elections at different times. Much advice has been given on the topic of
finding out when elections are already, so I won't go into that.
