Yes, The Order of the Arrow handbook. is a good start.

Yes, and the chapter will help you, usually just before your
Green & Gold dinner or the spring camporee so the electees can be (called,
tapped, telegrammed, emailed) for membership and instructions (war stories,
trepedations, illunsionements etc)

Since your boys have shown interest (as opposed to some coming by and
proposing membership) in knowing more about O/A...
Get yourself (just you and another troop leader, no boys at this time) ,
invited to your local chapter meeting as an interested adult and see how
strong your chapter is (may be strong , may be dying).
Your boys need to understand that electing a member to OA is selecting a boy
who has a lot of energy left over after completing and continuing to
complete his normal troop and patrol duties otherwise you risk undermining
your scoutmaster.(and all that goes with that)
Find a competent commissioner who is connected to the local chapter and
spend a half hour or so pickin H/H brain.
Find a scoutmaster (usually at roundtable, who has a dimm view of O/A (there
are a few despite denials) cautiously listen to HH iissues. Are they real or
perceived or somewhere in-between.?
Be ready for some real discovery, Jan (just another scouting adventure)
Commissioner and not an O/A member (for groucho marx reasons)
