As others have said, the person you spoke with at the Council HQ was
partially right, and partially wrong. You are correct that there is no
fee, but they DO have to register.
>From page 10 of the 1999 Edition of the Advancement Committee Policies
and Procedures Manual #33088B:
Register merit badge counselors by using the basic adult
registration form. All merit badge counselors must be approved
by the council advancement committee. Merit badge counselors
are not required to pay a fee if they are only registered as
merit badge counselors.
They MUST fill out the form. They MUST take YP Training if the Council
requires it. They DO NOT have to pay the fee. MB Counselor
registration code is 42, as I recall.
