What does one thing have to do with the other? National, unless the
1999 book has changed, very specifically states that a mb counselor does
not have to pay a fee for his registration. Where does it say that you
can only impart the youth protection information on registered Scouters?
Is that information somehow proprietary?

It is local and you can and should fight it. Sounds like a ploy to get
their PAID registered adult numbers up.
