Neil, I'm with Tony on this. Yes there is an objective standard,
"proficiency" is not in the standard.
Swim 50 feet (yards?). Do the dog paddle but swim it all. You don't have
to do a textbook American Crawl, breast stroke or butterfly. The first
meets the objective standard, the latter indicates proficiency.
Hike 10 miles in a single day. Take as many rest breaks as necessary, even
take a nap in the middle and walk slowly,but hike the 10 miles and finish
in the same day you started. Again, meeting the standard v. proficiency.
As for the cooking, well I've been know to burn a thing or two on the grill
and still have others eat it. I don't have much trouble accepting that the
standard includes the the food must be edible, but no where does it say
that it has to be worthy of a 4-star restaurant.
