Cub Scouts can only camp with their families, but they can camp any time
they want to, as long as it is in a BSA Approved Campsite. At present time
in my council, the only approved campsites are BSA owned camps, as they
approval of camps is done by, you guessed it, a committee of volunteers, who
can squeeze it in somewhere in their hour a week.
