Just to second the thought, my troop has, over the past three years, made
very similar discoveries. If the Guide is responsible to both his patrol,
and the New Scout Patrol, he does not seem to be very effective. For the
past two years, we have had two guides per new scout patrol, and they were
part of the patrol. This way, they are not totally cut off from all of the
other older scouts, and in the situations where one can not attend a meeting
or activity, the other is still there for the New Scouts.

It took us several years to iron out the workings of the New Scout
Patrol method, and one of the key helps was input from the Troop
Guides and the surviving Scouts about how to improve it.
Here's what we found:
1) The Troop Guide is absolutely critical to making it go.
2) The Troop Guide is a member of the NSP.
3) Support your Troop Guide. ... so I added a second Troop Guide to help
