Why should the Troop be responsible for replacing lost merit badge books,
etc? Depending upon Troop conditions, the Troop may supply some of this
stuff, but if the Scout loses it, he should be responsible for it. That
should be part of the character building that Boy Scouts provides. In our
Troop, all those types of expenses are the Scout's.
I agree with someone else's comment that the leader could bring what he
thinks he needs from his personal money, then get receipts and request
reimbursement when he gets home.
