Not quite. I will allow (and encourage) my Scouts to work at our local
urban Scout camp for service hours. One of the reasons is that the fire
department will close it down if we don't keep the weeds cut and the
eucalyptus raked. But more importantly, it reinforces the idea that the
Scout himself has ownership of the camp.
But I do not count the time helping at day camp as service hours, even
though the camp director gives each Scout a sheet of paper noting the
hours of service given at the camp. Instead, I explain to the Scout that
he was working as a Den Chief and therefore gets credit for leadership,
BTW, are folks aware that BSA has a special belt buckle to recognize
Scouts who work at Cub Scout camp? It comes with places to include up
to 4 devices to recognize multiple summers of experience. Check the
insignia guide for the exact name and number.

My instructions are: if the PLC approved it as a troop or patrol service
project, or if it's an Eagle project, it counts. Otherwise, talk to me
