Actually, you could get 3 years of camp using that system. For example,
Physical on July 31, 1999, Camp 1 in August 1999, Camp 2 anytime in
2000, and Camp 3 anytime that ends before July 31, 2001, which keeps the
third camp still within the 24 month deadline.
