Jeff Stine has another question, one in which I've answered through the
"unofficial" Insignia and Uniform site on the page which talks about (but
doesn't illustrate right now!) the service stars.

That's a PACK call. Some Packs have what I called the "3/4th" rule.
If a Cub Scout was registered in the Pack for three-quarters of the year,
and later graduates to a Troop, that year is considered a 'full year' for
the tenure star.
Other Packs have the "graduation rule". If a Cub Scout graduates to a Boy
Scout Troop, even through they may have spent as little as two months in the
second year into their WEBELOS program, those Packs consider that as a "full
year" for the purpose of the year pin. However, if a Cub Scout leaves the
Pack before the end of the chartered or registration year, not to join a
Troop but just to "drop out", they don't consider that a "full program year."
The key is, Jeff, that the Pack, Troop, Team, Crew, or Ship needs to
DOCUMENT and KEEP CONSISTANT what it takes to earn the year pin. In most
cases, it's plain and simple: be registered with the unit for the entire
year -- from the month and day of one year to that same month and day of the
following year. In some cases, it's tied to the charter of the unit....if
you were on the charter last year, and you recharter this year, that's a
year, and you're entitled to a year pin.
Whatever the method your unit chooses, make sure that it's CONSISTANT and
someone WRITES IT DOWN what it takes to earn the year pin...it keeps
everyone honest and keeps down the complaints about "my son didn't get his
umpty-umpht year pin...how come??"
