You asked a followup to our Service (tenure) Star question:

Nope. That's why the Tiger Cub program has it's own orange backing service
star. It's meant to distinguish and bring personal recognition to the Tiger
Cub long after he's a Cub Scout or Boy Scout (or adults).

You can still provide them with the Tiger Cub service star. Just count that
first year as a Tiger Cub with that one year service star.

The most important part in this is that you must be consistant. If you are
counting the year as a Tiger Cub as a "cub scout year", then you can either
provide them with a Tiger Cub service star or continue to drive onward the
way you are going...but make sure that you document it so that later on down
the road, someone else doesn't try to 'retroactively give everyone a service
star' because they didn't understand how YOUR Pack does this program.
Once again, the Service (tenure) star program is a UNIT PROGRAM, not a
"national program". Each unit determines how they will "count" the year,
and award the service star based on youth acheiving those localized
