In my experience, to avoid confusion, we have always given stars
for each program year in which the boy participated. Given the
wide variance in joining dates, any boy who had put in a partial
year was given the star in February, using Scouting's birthday as
the anniversary date. I suppose that you might cut this off and
say that less than six months did not count for a year, but I have
not had this happen yet.
