I can think of a situation where it *might* make sense to charter a
new troop rather than try to bolster an existing troop that is struggling.
Scouts will vote with their feet. I've seen towns with a couple of very
strong troops and one that always struggles. There's only so much
that outsiders can do to help a troop. Perhaps there are policies
or leadership personnalities involved that discourage new members.
I do not believe it is the council's business to advise a charter
organization that they have an ineffective Scoutmaster. The charter
organization must make that decision. But sometimes there is
a volunteer on the committee or in the Scoutmaster position that
is standing in the way of making things better. If that is the case,
it would better to start a new unit for the boys that want Scouting.
