Did you try a spray can of 3M all purpose adhesive? It is tough stuff.
If the 3M will not do it, then I would suspect the problem will be with
the felt itself. If I remember correctly from my hat making days
felt is made up of small individual fibers that are not woven but
adhered together with heat, moisture, and I think some type of
mild adhesive. So the felt itself may not have the
strength to do what you want.
