NO. Any Scout can serve in ANY position, A Tenderfoot Scout could be
the SPL if his Troop elected him.

Actually, even a young Scout could work well with the Cubs.

YES. Both. The Patch is presented by the Troop, and the cords by the
Pack, according to the Den Chief Handbook.

Sure. Once they complete the training, they get to add the "Trained"
