"uncaring commanders"? I would bet most commanders would love to support
scouting programs, but like you said, reduced funding. Increasingly they
have to do more with less(money and personnel). Their primary job is to do
their mission, only after that can they do community programs(like
scouting). The only way for the military continue those family programs is
for the govt. to properly fund the military.
