Mark Dryer mentioned the original order of Life and Star ranks in the
1911 handbook. (5 merit badges for Life and 10 merit badges for Star.)
My understanding is that National reversed the order in later editions
of the handbook because a five-pointed Star requiring five merit
badges would be easy to remember.
Incidentally, why are there two five-pointed stars on the world
brotherhood crest? Because the British Scout Law had ten points.
In fact, BSA's twelve points is just a carry-over from this language.
(I wonder why we did not use two six-pointed stars!)
