WOW, you folks are the best! I have received over 100 responses today
to my plea for help. Lots of wonderful advice. For those that sent me
to the newest edition of the Advancement Policies and Procedures
Guidelines to check things out; good idea, but I don't have it yet.
Every time I've gone to the Scout Shop to buy it, they were sold out.
I'm phoning them tomorrow to check again. Several questions have been
asked and I will address them next. What the SM meant by the Scout
should pay back the troop is that he feels that the young man needs to
pay the troop back for the energy spent on getting this young man to
this point of his Scouting years. He told a group of 5 of us this at
an interview regarding the situation. He has suggested that the Scout
compile a list of things that he could do to pay the troop leadership
back. The SM will review the list and then expects it all to be done
before he will sign the application. What he is questioning that the
previous SM signed off is scout spirit, and how active the Scout was.
You see, this Scout has been attending troop meetings but since school
started, he cannot stay for the whole meeting. He has a family
responsibility to pick up a younger sister from some meeting or
activity that she has at that same time every week. The SM is
demanding that the Scout stay for the whole meeting. In addition, we
have discovered that the SM is NOT running a boy run troop. HE
lectures for an hour and a half and then releases the Scouts. I have
not spoken to the troop committee, mainly because I don't know who they
are. Lest you say, "Ask the DE"; we are between DE's right now. The
last one just resigned and hasn't been replaced yet. Someone else
asked why the SM originally asked his questions of me instead of the
Troop Advancement Chair. I have no idea, but that is a good question.
Several of you asked what the unit commissioner thinks. Well,
unfortunately we don't have enough unit commissioner volunteers (which
I understand is a common complaint across our nation); and this troop
doesn't have a unit commissioner. That is why the Dist. Comm. was
asked to visit the troop. I was asked what the CC thinks and if he/she
has signed the application. Again I don't know who that person is, but
it is my understanding from the Scout's parents that when they spoke to
the CC; his response was that he is new to his position and feels that
he MUST support the SM no matter whether the SM is right or wrong. And
so, no, he has not signed the application either. Someone else asked
what I meant that the SM refused to do a SM conference. Well, it seems
that this SM's policy is to not be available for SM conferences during
troop meetings. The Scouts must make an appointment to meet with him
after the troop meetings. AND actually as I am writing this, I am
realizing that since the SM has met with this young man several times
over the past two weeks to discuss this issue, he HAS done a SM
conference. In fact, he has done several! Finally, someone asked how
old the Scout is. He is seventeen and a half. He wants to earn a palm
too, if he gets his board of review done quickly enough. I believe he
said that he already has enough merit badges for one. His birthday is
I want to thank each of you that responded. I printed all of your
responses and took them to my District Chairman tonight. He looked
them over and we have devised a plan of action. I will keep you
updated as I check out a couple of things over the next couple of days.
I don't want to say much yet, because I flat don't want to jinx
myself. I am not going to do too much until I speak to National
because I don't want to do anything to jepardize this young man's Eagle
rank. I want to know exactly how they want the I's dotted and the T's
crossed before I make my move. I am determined to have this situation
resolved though before another week passes! I will let you know the
outcome and will share the ideas you've given to me as soon as
everything is done.
