A Scouter writes that perhaps her council ought to say something like the
"Due to new regulations from the National Boy Scout Office we cannot have a
WEBELOS overnighter sponsored by the District. Cub and WEBELOS overnighters
may only be sponsored by the Council.
Well, they can say it, but there is nothing new in this reg.
Guide to Safe Scouting, 1999 revision (but unchanged from 1998), p 14,
"Cub Scouts (2nd & 3rd graders) and Webelos Scouts (4th & 5th graders) may
participate in a resident overnight camping program covering at least two
nights and operating under certified leadership in an established Scout camp
operated by the council during the normal camping season."

I don't see anything here that says a district event can't be SPONSORED and
held in a council camp. I think the thrust of the rule is to assure that
young campers and possibly inexperienced parents and leaders are in a camp
which is in good shape as evidenced by its approval as a council facility.
Please ask your district mgmt to look at this again. Perhaps they'd like to
work w/ somebody at the council level to see that this o'nighter can occur to
the benefit of all the boys on the district.
