Well lets see if I got this straight.

So this infers that the policy is aimed at not weakening the RESIDENT CAMP
program. Therefore, by extension the resident camp program, ie overnight
camping, is in fact being encouraged.

Well this certainly sounds like the Webelos program goals I am used to.
So does this adaquately and accurately summarize what is going on with
Webelos? If not please quote direct written material. I hope this issue is
now cleared up.
