A cursory look at "NATIONAL" follows:
The National Council of the Boy Scouts of America was
incorporated by Act of Congress. It is composed of
members from each local council and Members-At-Large.
The National Council is similar to a local council. The
National Council Executive Board is similar to a
local council Executive Board. The President of the
BSA is really the President of the National Executive
The National Council Scout Executive is the "Chief Scout
Executive" (Chief Pilot in Sea Scout language.). The
CSE is the operating head of the BSA's professionals.
The Commodore of the Sea Scout Fleet, BSA is chairman of
the National Sea Scout Fleet Committee. Charles Holmes, a
great guy, is National Sea Scout Director. He supervises
himself as Director of the National Venturing Division. :-)
His "boss" is the National Program Director who is, in
turn, under an Associate CSE. Don (Donald R.) McChesney, a
a superb human being, is Director of the National Boy
Scout Division. G. Richard Williamson is the new Director
of the National Cub Scout Division.
The professional staff includes attorneys, safety experts,
PR flacks, magazine staffers, supply division staffers,
program people, personnel staff, etc. It is a pretty big
operation. However, it is a lean one. BSA consistently
earns "A" ratings for the percentage of its revenue
devoted to youth.
The only National Commissioner of the BSA was Daniel
Carter Beard. After his death, the International
Commissioner was assigned the duties of the National
