Kevin, this is NOT a change, this has always been the policy, but you read it wrong.
It states that the "event" to and from which the 16 year old may drive must be
"an area, regional, or national Boy Scout activity or any Venturing event."
This leaves out any Boy Scout Troop, District or Council event, or any larger
scale event not operated by an area, region, or national (e.g., 16 year old
driving not permitted for West Point Camporee).
