I think you have the right idea - there are no projectiles,paint,dye or
the like being shot at anyone.
No idea on how to change your SE's mind but, our Post used to go every
year with an approved tour permit. It sounds like he's making a value
judgenment based on personal prejudices. If you tell him " I found out
on the Internet about another Scout group that got their permit
approved..." you're only likely to p*ss him off:~)
Since every council is its own fiefdom, YMMV and obviously does.
