Since your information came from your district newsletter, the FIRST
place I would go would be to the editor of that newsletter and ask him
to see the DOCUMENT on which he based his report. When he fails to
provide one and cites an individual as the source, I would approach that
Or, to shortcut the process, I would take the drive up from Springfield
to Bethesda with a copy of the article and ask your SE whether it is
true and, if so, where he can show it to you in writing. If he claims
it is council policy, the I would ask to see the council directive
stating such, and the minutes of the CAMPING COMMITTEE (consisting of
volunteers) where that policy was set, since it is the volunteers, not
the professional staff, who set policy at any level, including national.
When he is not able to provide you anything to substantiate the
"change," then I would show him the G2SS and ask him to issue a
statement, to be sent to all packs, indicating that NCAC is following
national policy and that any Webelos camping experience that complies
with national policy is authorized.
(I would call and make an appointment with the SE before I went up to
the council office.)
I guess you can tell from the above that my guess is that not only is it
NOT a national policy, it is also not anything that was instituted in
NCAC through proper volunteer channels. But, if I am incorrect, then at
least you will have obtained the definitive answer, supported by
documentation, and will be able to put an end to lots of hearsay.
