I'm going from memory here, so if I don't have my facts exactly right,
somebody please feel free to correct me.
Your problem with the local PTO may be connected to a tiff between the
national PTO organization and BSA. As I understand it, the PTO has
recommended that local chapters not charter Scouting units, because they
are not satisfied with the level of insulation from liability that BSA
provides. I'm not making any claims as to the relative merits of either
side of the argument.
If, on the other hand, your problem is strictly local, I would have no
qualms about attending a meeting and voicing your concerns. In my town,
and I know in many others, the schools are wrestling with the
"new" concept of trying to teach something about character.
They could hardly have a better partner in this endeavor than BSA.
