Charter Organization Woes (Long)

I need input from the list and have no doubt that all you wise wonders
will reply in a snap. We have been chartered by the elementary school
PTO for the last 17 years although they were never involved as long as
I've been in the Pack (4 years now). We also have a new principal who
signed the charter papers before actually being handed the reigns
because the old principal didn't want to do it.
About a month ago we wanted to purchase some leather equipment from
Tandy and were told by our Council Exec that we should use our Charter
Org. tax-exempt number. When we requested the number from our PTO all
heck broke loose.
All of a sudden, the PTO never knew they were our charter org. for the
last 17 years (even though we consistently have at least 3 parents
involved in both organizations every year) and the new principal now
says he's not going to sign the papers come December and "the Cub Scout
thing" seems to be a big headache for everybody.
I had a meeting today with the new PTO president (a Pack Mom), the
principal and the asst. principal. He asked exactly what we expected
from them and I told him as far as I was concerned all I expected was
what we've been getting all along... a signed charter agreement and a
place to meet. He wanted to know what all is involved in being the
charter org and I showed him the copy of the charter agreement he signed
back in December.
On it, the Charter Organization agrees to several items besides just
providing a place to meet. I told the meeting attendees that since we
hadn't had any involvement from the PTO in the past, I didn't expect any
in the future. We also do not want or expect any financial support from

taken up at the next PTO meeting which is May 4 and that they would let
us know the outcome.
I'm having a hard time understanding why the dual PTO/Pack members have
not stood up and said that they ARE our Charter Organization. I talked
to one Mom who said she tried once to tell them she thought they were
and she was voted down so didn't want to make waves.
Now I'm afraid that they're just going to have their little PTO Board
meeting and say they can't comply with the items on the Charter
Agreement and that'll be the end of us. It doesn't look like the new
PTO President/Pack Mom is going to be any help to us.
It was suggested that a bunch of us Pack parents flood the PTO meeting
and make our wishes known, but the PTO meetings have more or less become
closed because of past non-participation by anyone other than the board
members so they stopped advertising when the meetings are being held and
I don't know that I'd feel comfortable barging in where I'm not wanted.
What would be the best course of action at this point?
