As with all of these types of "changes," even getting answers here is
probably not enough. The first, and probably most important thing that you
should do in a situation like this is to demand to see the written authority
for the statement. If this is a new national policy then SOMEONE would have
seen the national pronouncement. If it is a new NER policy (and I'm not
sure the region is free to make a policy like this which is more restrictive
than national's, but it might be), then SOMEONE would have in their position
the official pronouncement from region documenting the change. And, of
course, if it is a new Baltimore Area Council policy, then certainly your DE
or SE should be able to provide the written support for the policy, etc.
There is lots of misinformation which circulates, including even here on
Scouts-L, so on matters of policy it is always best to "get it in writing."
So, my suggestion to you is to "get it in writing."
