Therefore, it would be routine if the Troop or Scout did it on a regular
basis, or if the church had a regular program of scrubbing & painting in
place that the Scout used for the project. Otherwise, it's not normally
rendered, ergo not routine, and the only question (asked before the project,
not after the award) is how it "provides the opportunity for the Eagle
candidate to demonstrate the leadership skills he has learned in Scouting".
So, before judging this young man's project as lacking you would have know
more than we do about the history of bowling alley maintainence at Glenshaw
Presbyterian, and the leadership he provided regarding same.
