As long sa you are not charging anything for the raffle, I believe that
it is alright to go ahead with. I do not have my book handy, but i believe
that the sentiment goes something as follows, "every person must recieve
something of value for their money." The book is referring to fundraisers,
so if you are not selling raffle tickets, you are not taking money from
everybody and only giving prizes (something of value) to a few.
