OK, Sheryl, the first thing you need to do is plan a committee meeting
to set up some bylaws, and have the first bylaw adopted define a
quorum - the minimum number of members needed to do business - vote on
matters. Quorums usually are set at around 80% of the voting members
Why not just get a copy of Robert's Rules of Order. Why reinvent the
wheel when there's are already well established rules available for
this sort of thing. After everyone has familiarized themselves with
the Rules of Order, you can modify them to fit your organization. This
is a lot more efficient than trying to think up a rule for every
situation that may come up during a committee meeting.
BTW, our committee (which is undergoing some restructuring) doesn't
vote on anything unless a majority of the registered committee members
are present. No majority, the issue is tabled until the next meeting.
If it's an immediate decision or an emergency, guess who makes a
decision and deals with the committee after.
