This is a direct quote from the inside front cover of the application.
(it's only a two part form, so it is a recent one)
This clearly shows the order these steps are to be done. It would seem
very foolish to carry a kid on outings without a registration form just
because his parents haven't found time to go through a pamphlet with him,
So to get back to the original uniform inspection point. it would be
perfectly reasonable to see a Scout walking around without a rank patch
(although i would hope that my PL's would make sure that it is a very short
