As A CM & CA for 2-1/2 years, our Pack Committe always held to the
rule that anyone who showed up at the Committee meetings had a voice &
a vote. If you weren't there, you forfeited your right to re-visit the
issue or gripe publicly. This rule in in force in the Troop i currently
serve in as ASM>
Of course, occasions do arise that will prevent a person from
attending. But, I'll bet my Cubmaster knot that those who are
complaining were "too busy", are doing so without offering solutions,
and are also the infrequent attedies.
Show up or shut up is a rule that works for us!
As far as bylaw go, poll all concerned parties about what they would
like to see put in place. Start with one-on-one and small group
meetings. This might sound clique-ish, but it gets eveybody's input.
Put together a list of everything. The, call a meeting to hash out the
differences. Again, those who do not show have no voice,
