The idea ,Irene, is to let them plot and scheme within themselves, similar
ages or neighborhood cohort , togethether since tigers, etc.
Then it is hoped that they will select their own leadership and participate
in scouting under the mentorship of a scoutmaster(ASM ,etc) in the game of
scouting. And then the human condition plays wonderful music (so to speak).
It happens the same but with differnt groups all over the world and what you
get is amazing sometimes but first you have to give them the chance.
I hope this isnt to clouded in metaphor but this scouting thing isnt really
that hard to understand.
