Yes, Sarah, a boy must be elected by his own troop. First, the Scoutmaster
must approve a boy's nomination before he can be a candidate for election --
something that should only be done by the boy's own Scoutmaster.
Additionally, the boy is elected by his peers -- the members of his own
troop -- who best know whether he is "a Scout honor camper who best
exemplifies the high ideals of the Scout Oath and Law" worthy of election to
the Order of the Arrow.
