Unfortunately it sounds like your pack has too few people to go around.
The way it is supposed to work is that the committee chair oversees the
committee and its functions. This would include fundraising approval of
outings and new leaders (along with the chartering partner).
The cubmaster should be in charge of the program (boys) along with
responsibilities toward the den leadership and asst. cubmasters.
The cubmaster attends committee meetings to report on the program (boys).
By design he should not tender a vote on that committee.
The same basically holds true for the committee chair. The chair presides at
committee meetings but also does not tender a vote (unless to break a tie).
Training is important for all leaders! Your chartering partner could step in
and require that all leaders that have contact with the boys are trained.
Your local training chair should be able to help out there. Many times they
will come in and do a training for one unit if there are enough bodies
One of the main concepts that we as adults have a hard time remembering is
that the program (Boys) is for the boys and to keep our egos of it.
