I don't know if there is that exact wording anywhere, but on page 15 of
"Advancement Policies & Procedures", under the heading Group Instruction of
Merit Badges, it says "Many subjects may be presented to groups of Scouts
without defeating one of the purposes of the merit badge plan - working
closely with a qualified adult".
Sounds close enough for me.
