new requirements vs. old

We have a dilemma in our Webelos den and I'm hoping the wisdom of the
list can help us find a solution.
One of the boys in the den left his (old) Webelos Book out in a storm
and it is beyond salvage. He has since purchased a (new) Webelos
book. The leaders of the den like the new book with the revisions to
the activity badges and want to offer all the guys the opportunity to
use the new requirements if they wish. One parent (the same one who
thinks that she should be able to approve all of her son's
achievements instead of the den leaders - a topic we've heard before)
doesn't think it's fair that her son had to complete the Fitness
activity badge according to the old requirements (30 days of regular
exercise/show improvement) and other members of the den may not (it
has been dropped from the new requirements).
My question is can we legitimately give the boys the choice of using
the new or old requirements? If not what would happen to a boy that
would join our den now?
I posed this question to one of our District Executive's and he was
unaware that there *were* changes to the Webelos requirements (sigh).
I had to fax him what I had gotten off the USSSP site (Thanks Paul!).
I'm waiting for an answer from them and will abide by their ruling but
it sounds like they are going to throw the issue back to the Pack
Committee. I would like to know if there is national policy on this
and, if not, what would you do and why? Any thoughts and opinions
would be greatly appreciated.
At this point I feel that it's making a mountain out of a molehill.
The BSA has come out with new requirements and if we have boys who
WANT to do the new requirements instead of the old who are we to tell
Anyway I look forward to hearing from you.
