Boy Ran or Ran Over?

A Scouter asked me to forward the following question to all of you.
It's a great question and I've answered it privately; but he's
wanting to get some "second and third and sixteenth opinions" on
the issue. He said that it's a big topic in his unit and from the
email I've received the last week or so, it's a big topic in other
units that are attempting to make the transition from "adult run"
to "youth run".
Here's the question, and in a followup to my own posting, I'll post
my response to him (in part):
"What is the definition of Boy lead/Run Troop? Some of the parents
of our Scouts say that "If it's a boy-lead/run troop you can do
anything you want"; or is it or more like "If it's a a boy-lead/run
troop the boy leaders make their decisions based on the Oath Law
and Motto and the willingness to give unselfish and wholehearted
service to others?
Which is it??"
