The problem is that no new cub leader wants to sit and be trained
for much more then 4 hours. It just doesn't make any sense to take
new people who don't know anything and then train them the
whole day. It is much better to give a few hours introductory
training and then later, (after they know what we are talking about)
give another part of the training.
So in my opinion the solution is not to use more time but to
concentrate on the essentials which need to be trained most.
Provide good roundtables, and use a powwow as refresher.
The new syllabus actually proposes quarterly training refreshers;
only I find the contents of these to be somewhat thin and
