Terry Humphries <thumphr@PDAINC.COM>'s Troop had one of those laser
pointers during an overnight camping event. After asking for the
pointer and explaining the dangers inherent with such devices being
used incorrectly, he simply packed up the Troop and everyone went
home early. Parents were notified and picked up their Scout sons.

YES! Any time you feel that the safety of your youth are being
compromised, or in which you feel that a youth's behavior would
become uncorrectable and affect the program being conducted, you
have that right to "call off the event" and safely get everyone
back home to their families. You did exactly the right things, in
my opinion, in the right order (explaining the situation, allowing
it to self-correct, patiently waiting and finally cancelling the
event or activity and insuring that all participants return home
I would follow this up at the next Troop meeting by working through
the situation and allowing all participants to have their say.
Then after the meeting, I would have the Senior Patrol Leader to
confer a special Patrol Leaders' Council meeting and decide on the
appropriate policy for such devices in camp. I would then followup
their recommendations and decisions with the Troop's Committee to
insure that all are on the "same sheet of music."
Finally, I would drop it until the next such event occurs with this
type of activity.

As far as I'm aware, the BSA doesn't have a written policy
concerned laser pointers.
