I've seen a lot of answers about how he could be a Lone Scout, or to
contact the Direct Service Council, which are all fine, if he is a US
However, if I read the question correctly, the boy is RETURNING to
Australia. That implies to me that he is an Australian citizen. The
WOSM rules do NOT permit BSA to enroll foreign nationals living in their
home country as members of BSA, any more than a German or French or ...
Scout Organization could enroll a US citizen living in the USA as a
member of their organization.
If that is the case, then the answer is NO, he can not "finish up" under
BSA's program, but must enroll as an Australian Scout.
