We had the same problem when my husband took over our Pack 3 yrs. ago. We did
several things to increase participation.
Most importantly - MAKE IT FUN - doesn't matter what you do as long as the
boys have fun. This was the first thing we focused on.
Make business part of meeting short. We reorganized how we gave out
advancements so it went quicker. We cut out announcements. All info. was is
the newsletter or on a flier.
To get them there, we started using a Cubby Bear. We gave him to the den with
the highest percentage of scouts attending that meeting. That den kept the
bear until next month. They also had to add something to the bear (we even
had a parent make pants & a hat)
To get the parents there, we gave away parent participation ribbons to each
den with 100% of parents attending the meeting. The dens are proud to display
them on their flag.
Now to get them there ON TIME. We started an "on time raffle". Each scout
who arrived before 7 pm got a raffle ticket. At the end we raffled of small
items from the scout shop or something that went along without theme. This
worked two ways, not only were they arriving on time, but the scouts were
begging to stay to the end so they could see if they won.
Notice a theme here? All these are things the boys like. If you make it fun
for the boys the parents will naturally follow. Your enthusiasm can be very
catchy! Get excited about the new program you are putting in place, people
can't help but get excited with you.
Sorry this was so long, but I hope it helps.
