Smoking, Drinking and Chewing on Campout

Wow, what a title. But this is my first go round with this. A scoutmaster
called me for some advice today, this is the short version of the
Last week this troop had a great campout, many advancements were completed
and several scouts will be advancing in rank because of the working campout.
This past week he was contacted by a couple of parents who said that their
sons had told them that a couple of scouts had been Smoking (cigarettes),
Chewing tobacco, Dipping snuff and had a bottle of Beer and did I fail to
mention the Cuban Cigar!
A little more investigating by the SM was done and he found out that a total
of 7 scouts were around when this little party took place. It was also
discovered that only one of the scouts actually brought the items. And from
what he can find out that scout and another one were the only two die hard
Party Boys! The other five may have tried one of the items but did not
continue as the other two did.
Question for the group: How do you handle this so the other scouts do not
know that one of them told on the others? Do you talk to each one alone or
as a group or do you talk to the entire troop of 30 scouts with all parents
My suggestion was to talk with the scout that brought the items and his
parents. And then talk with the other scouts as a group and then send a
letter to the parents explaining that we had a problem and future checks of
packs and personnel items will may take place before all campouts. And tell
what will happen if items like this are found.
Now what about punishment. Everything that the SM was told was second hand
information, no adults every saw or found anything.
