Kevin - It seems you and the Troop are really on track with the
necessary steps to "get it together."

The training your boys went through should help your youth leadership
understand the reason for method and should make them receptive to the
training they receive from the SM or ASM's. Discussion about the
policies with the group as a whole will give an "ownership" to the
boys. This is *their* troop. It sounds as if the majority of the boys
are interested enough in all the good stuff they're doing that they will
be relieved to have this policy in place. The SPL should review the
discipline policy with the Troop, perhaps with visual aids to keep
around as a reminder. Now that they have 'begun' their training, have
them do their own jobs. What about following your regular troop meeting
with a mini (PLC) conference/training session to discuss any issues that
arose during the meeting.
Good Luck, Lee Hudson, CC, etc. etc.
