Thanks to all who responded to my query regarding the requirement of
TroopMaster 2000 (TM2K) to have a parent DOB in order to interface with
ScoutNET 2000 (SN2K) when the council does not have and does not plan to
collect parent DOB on registered Boy Scouts.
I have heard from TSI, the TroopMaster 2000 software vendor, and they
tell me there is in fact an inconsistency with the specifications on
interface between TM2K and SN2K, and they, TSI, have just resolved it
with BSA National. If you are a TM2K user, look for a new version 1.02
update and it seems you won't need to bother trying to collect parent
DOBs or plugging in fake ones. With TSI's permission, here are parts of
their message to me:

Hold everything!!! On 2/18/99 I talked with the software office at
BSA National that handles the ScoutNET certification. The ScoutNET
specifications do say that parent date of birth is required but that is
not what they intended. As many people suspected, Date of Birth is only
required for adults who will be registered as leaders.
BSA will modify the ScoutNET interface specifications to correct the
