Well, I'm still waiting to get a copy of the new requirements book: the
local store got all of 10 in and sold them all to two people (:<).
I wasn't aware that the new merit badge requirements go into effect on 4/=
I had assumed that the date was the usual 1/1. This does put it into tha=
dreaded "grey" area.
I'm not one of those people who think that you can't "carry over"
activities to more than one badge. However, I do think that it would be
within my authority as *counselor* (not as advancement chair) to refuse t=
counsel the boys on both badges at the same time.
Is it your position that those scouts who have previously earned the skii=
merit badge can now go back and earn snow sports by only completing the
changed requirements? For those that used the cross-country option for
skiing, they would only have to redo the first aid requirement (1) and th=
"how to report an accident" requirement (2). They wouldn't even have to
put on a set of skis! It's my understanding that the counselor has the
final say on what to count, and he can't be "forced" to accept the previo=
work if he doesn't believe that it's proper.
I do agree that if the counselor did sign off on this, he can't be
overruled by an advancement chair, and the badge should be awarded. Of
course, as advancement chair I would be entirely within my rights to remo=
an individual who did this as an "approved" merit badge counselor, to
prevent him or her from doing this in the future.
As I'm writing this, I have another thought - is the counselor registered=
for "snow sports"? I'm sure that we agree that merit badges can only be
granted by approved counselors for that badge (i.e., even if I'm on the
list for camping, I can't just start counseling cooking). The advancemen=
chair could argue that he has not approved any counselors for this badge,=
and would not until 4/1/99; therefore, no scout could earn this badge
before this date.
