Not hardly. There is absolutely no restriction on which unit a Scout can
belong to so long as his application is accepted by the receiving unit (which
means approved by the unit leader and Chartered Organization). I know this
from personal experience as my son was about to quit Scouting (problems with
some of the older Scouts in the troop) until I had him check out another unit;
not only transferred with no problem, but he's now an SA with that second
unit. And just had another two boys transfer from other units into ones
where I"m commissioner (one Cub Scout, one Boy Scout); in fact one transfer
involved two of my units.
