To accomplish what you want, here's what you need to do:
1. Have the new Scoutmaster fill out an adult application (assuming
he/she is already a registered Scouter, the top of the application
should be marked "Position Change Only")
2. The Committee Chair and the COR sign the application. (if your COR is
a "rubber stamp", like many (and no disrespect intended), this shouldn't
3. Take/send it to the Council Service Center.
That's it. It's done. You have a new Scoutmaster.
If the old Scoutmaster has a hard time accepting it, that's too bad, but
it's truly HIS problem. His first priority is obviously not the boys'
best interests, but his own ego.
